第一部分  第一次會議提案工作情況

   一、提案提交情況

  2013年雙代(dai)會第一次會議(yi)(yi),共(gong)收到提案表126份,經提案委員會專題會議(yi)(yi)審(shen)議(yi)(yi)后,歸類整理出64件提案、31個(ge)意見和建議(yi)(yi)、5個(ge)不立案議(yi)(yi)題。

  具體情(qing)況如下:(一(yi)(yi))對(dui)符合(he)(he)黨和國家政策法規,學(xue)校(xiao)(xiao)(xiao)有(you)條(tiao)件辦理(li),又確實(shi)需要(yao)辦理(li)的(de)(de)(de)(de)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an),提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)委(wei)員會將80個議(yi)題(ti)(ti)(ti)整(zheng)理(li)合(he)(he)并為64個正(zheng)式提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an);(二(er))對(dui)一(yi)(yi)些不(bu)(bu)(bu)符合(he)(he)立(li)案(an)(an)(an)(an)要(yao)求(qiu)但(dan)有(you)參考價值的(de)(de)(de)(de)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an),提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)委(wei)員會將41個議(yi)題(ti)(ti)(ti)匯總(zong)整(zheng)理(li)為31個意見(jian)和建議(yi),匯總(zong)后轉送有(you)關(guan)職能部門,逐(zhu)條(tiao)向提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)人(ren)(ren)回復;(三)對(dui)屬(shu)于個人(ren)(ren)問(wen)題(ti)(ti)(ti)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)、或提(ti)(ti)(ti)(ti)(ti)出(chu)的(de)(de)(de)(de)問(wen)題(ti)(ti)(ti)正(zheng)確,但(dan)已經(jing)解(jie)決的(de)(de)(de)(de)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an),以及(ji)一(yi)(yi)時(shi)(shi)沒有(you)條(tiao)件解(jie)決的(de)(de)(de)(de),可向提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)人(ren)(ren)做出(chu)解(jie)釋的(de)(de)(de)(de)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an),則(ze)(ze)不(bu)(bu)(bu)予(yu)立(li)案(an)(an)(an)(an)。(四)5個不(bu)(bu)(bu)立(li)案(an)(an)(an)(an)議(yi)題(ti)(ti)(ti):第(di)一(yi)(yi),關(guan)于為來(lai)深探望子女的(de)(de)(de)(de)父母提(ti)(ti)(ti)(ti)(ti)供臨時(shi)(shi)住(zhu)所的(de)(de)(de)(de)建議(yi)。不(bu)(bu)(bu)立(li)案(an)(an)(an)(an)原因(yin)(yin)(yin):學(xue)校(xiao)(xiao)(xiao)西麗湖校(xiao)(xiao)(xiao)區(qu)設(she)(she)有(you)招(zhao)待所,可以滿足需求(qiu);第(di)二(er),關(guan)于建議(yi)學(xue)校(xiao)(xiao)(xiao)為各二(er)級學(xue)院單(dan)位配備急救箱(xiang)的(de)(de)(de)(de)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)。不(bu)(bu)(bu)立(li)案(an)(an)(an)(an)原因(yin)(yin)(yin):急救工作(zuo)涉及(ji)面廣,針對(dui)性強,需要(yao)有(you)資質的(de)(de)(de)(de)醫(yi)護人(ren)(ren)員正(zheng)確規范(fan)操(cao)作(zuo),建議(yi)將突發情(qing)況及(ji)時(shi)(shi)報告醫(yi)務室或校(xiao)(xiao)(xiao)外(wai)醫(yi)療機構處置;第(di)三,關(guan)于清理(li)辦公(gong)室毀壞桌椅(yi)的(de)(de)(de)(de)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)。不(bu)(bu)(bu)立(li)案(an)(an)(an)(an)原因(yin)(yin)(yin):無明確地點;第(di)四,關(guan)于修剪學(xue)校(xiao)(xiao)(xiao)內路邊的(de)(de)(de)(de)樹枝(zhi)的(de)(de)(de)(de)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)。不(bu)(bu)(bu)立(li)案(an)(an)(an)(an)原因(yin)(yin)(yin):屬(shu)于明喆物(wu)業綠化管理(li)日常工作(zuo);第(di)五(wu),關(guan)于校(xiao)(xiao)(xiao)門增加(jia)校(xiao)(xiao)(xiao)區(qu)標識,設(she)(she)計考慮建筑風(feng)水的(de)(de)(de)(de)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)。不(bu)(bu)(bu)立(li)案(an)(an)(an)(an)原因(yin)(yin)(yin):不(bu)(bu)(bu)符合(he)(he)一(yi)(yi)事(shi)一(yi)(yi)議(yi)原則(ze)(ze),其(qi)中一(yi)(yi)事(shi)提(ti)(ti)(ti)(ti)(ti)法亦不(bu)(bu)(bu)妥當。

  二、提案受理情況

  在落實(shi)提(ti)(ti)案(an)(an)辦理的過程中,學校工(gong)會(hui)多次召(zhao)開提(ti)(ti)案(an)(an)工(gong)作(zuo)委員會(hui)會(hui)議,及時(shi)與有關的職(zhi)能部(bu)門進行(xing)溝(gou)通,完成提(ti)(ti)案(an)(an)處理落實(shi)工(gong)作(zuo)。

  64件提案涉及到教(jiao)學(xue)、科研、學(xue)生、人事、行(xing)政教(jiao)輔、生活服(fu)務及其它等7個方面(mian)。其中“(一)制(zhi)作(zuo)佩戴校(xiao)徽;(二)開設“書(shu)院論壇(tan)”;(三)推進解決教(jiao)職工(gong)集資款;(四)進一步完善(shan)校(xiao)園(yuan)無線網絡覆蓋;(五)新增校(xiao)區電(dian)瓶車、方便師生員工(gong)出行(xing)”等5件提案確(que)定為2013年(nian)度學(xue)校(xiao)為教(jiao)職工(gong)辦(ban)理的實事。

  三、職能部門答復和處理提案情況(見附件1)

  四、提案委員會工作

  提案(an)委員會(hui)是(shi)雙代會(hui)提案(an)落(luo)實的(de)最基本的(de)工(gong)作(zuo)組(zu)織(zhi)(zhi)。本著“提醒(xing)重視,溝通(tong)交(jiao)流,推動進程”的(de)工(gong)作(zuo)原則,對與多部門(men)相關的(de)提案(an),注(zhu)重組(zu)織(zhi)(zhi)協調;對常規提案(an),逐一(yi)跟蹤(zong)檢(jian)查。一(yi)年來,在校(xiao)分管領導的(de)指(zhi)導、各部門(men)支持(chi)、以及全體委員和校(xiao)工(gong)會(hui)共(gong)同努力下,較好地履行了(le)職(zhi)責,順利地完成了(le)工(gong)作(zuo)任務(wu)。

  1.做好提案(an)宣傳工(gong)(gong)作,使廣大教職工(gong)(gong)和(he)雙代(dai)會(hui)代(dai)表加深(shen)對提案(an)價(jia)值的認識:即提案(an)是雙代(dai)會(hui)廣泛聯(lian)系群眾(zhong)、集中群眾(zhong)智慧、吸引教職工(gong)(gong)參與學校民主(zhu)管理和(he)民主(zhu)監(jian)督(du)的一個(ge)重要(yao)途徑(jing)。

  2.保證提(ti)案調研時間。嚴格執行雙代會相關規(gui)定(ding),督促代表(biao)樹立群眾意識,平時注意群眾反(fan)映,為提(ti)案準備信息資源,及時反(fan)映教職工(gong)的意見和(he)建議。

  3.準確把握提(ti)案(an)(an)(an)的立案(an)(an)(an)。凡(fan)是按要求提(ti)交的提(ti)案(an)(an)(an)表,原則上都予以立案(an)(an)(an)。對(dui)于沒有(you)立案(an)(an)(an)的提(ti)案(an)(an)(an),即使(shi)是個案(an)(an)(an)或建議,本著實事求是的態度認真對(dui)待和處理。

  4.不(bu)斷提(ti)(ti)高提(ti)(ti)案辦(ban)理(li)的質量。一是規范提(ti)(ti)案辦(ban)理(li)的程序(xu);二是加大督(du)辦(ban)的力度,跟蹤落實(shi),確保能解(jie)決的問題及時(shi)解(jie)決。一些(xie)因客觀原(yuan)因一時(shi)做不(bu)到(dao)的,則做好解(jie)釋工(gong)作,真(zhen)正做到(dao)案案有回(hui)音,件件有交待(dai)。

  5.推動承(cheng)(cheng)辦(ban)單位實施“一把手(shou)”工程,確保(bao)交出(chu)滿(man)意(yi)“答卷”。在提案(an)辦(ban)理(li)過程中,絕大多(duo)(duo)數承(cheng)(cheng)辦(ban)單位一把手(shou)親自負責(ze),親自過問(wen),從(cong)嚴(yan)要求、從(cong)快(kuai)辦(ban)理(li),表現出(chu)對學校(xiao)事業(ye)高度(du)負責(ze)的(de)(de)態度(du)。人事處承(cheng)(cheng)辦(ban)提案(an)14件(jian)、意(yi)見(jian)和建議5個(ge);后勤基建處承(cheng)(cheng)辦(ban)提案(an)11件(jian)、意(yi)見(jian)和建議12個(ge)。此類提案(an)大多(duo)(duo)是民(min)生(sheng)話題,直接關(guan)系到師生(sheng)員工的(de)(de)切身利(li)益。在接到提案(an)后,兩個(ge)部門負責(ze)人分別(bie)帶領有關(guan)人員,認真分析原因,限時辦(ban)理(li),并加強與提案(an)人溝通,爭取提案(an)人的(de)(de)理(li)解和支持。

  至2013年底,在各承(cheng)辦部門的(de)大力(li)支持(chi)和配合下,已全部答復提案人。承(cheng)諾為(wei)教(jiao)職(zhi)員(yuan)工(gong)辦的(de)年度5件實(shi)事中(zhong),書院(yuan)論(lun)壇開始運作;電瓶車新增(zeng)了3輛;校(xiao)(xiao)徽在進一(yi)步的(de)改進;校(xiao)(xiao)園無線網絡(luo)在進一(yi)步的(de)完善(shan);教(jiao)職(zhi)工(gong)集資款這一(yi)歷(li)史遺(yi)留問題正在處理中(zhong),學(xue)校(xiao)(xiao)一(yi)如既往積(ji)極與上海(hai)(hai)思博職(zhi)業技術(shu)學(xue)院(yuan)聯系,責(ze)成校(xiao)(xiao)內有關公司(si)(si)按公司(si)(si)法(fa)合法(fa)、合理、合情地(di)予(yu)以解(jie)決。3月(yue)20日,上海(hai)(hai)思博職(zhi)業技術(shu)學(xue)院(yuan)黨政主要領導帶隊來校(xiao)(xiao)尋求解(jie)決途徑。我們將繼續(xu)跟蹤推進,確保教(jiao)職(zhi)工(gong)的(de)合法(fa)權益(yi)。

  綜上所述(shu),上次(ci)會議64件提(ti)案(an)中,不宜采用和難以(yi)落(luo)實的(de)共10項,占(zhan)15.6%;其余54件,已經落(luo)實和正在落(luo)實的(de)48件,占(zhan)75.0%;還有正在論證,經過努力可(ke)以(yi)完(wan)成的(de)6件,占(zhan)9.4%。

  提(ti)(ti)案(an)委(wei)員會(hui)向(xiang)提(ti)(ti)案(an)人發出《提(ti)(ti)案(an)反饋(kui)意(yi)(yi)見評價表》,對(dui)職能部(bu)門承辦(ban)的64個(ge)(ge)提(ti)(ti)案(an)給出“滿(man)意(yi)(yi)”、“不滿(man)意(yi)(yi)”、“無所(suo)謂(wei)”的評價意(yi)(yi)見。統計結果為:2個(ge)(ge)提(ti)(ti)案(an)被評“無所(suo)謂(wei)”,5個(ge)(ge)提(ti)(ti)案(an)被評“不滿(man)意(yi)(yi)”,57個(ge)(ge)提(ti)(ti)案(an)都被評為“滿(man)意(yi)(yi)”,提(ti)(ti)案(an)反饋(kui)意(yi)(yi)見的滿(man)意(yi)(yi)度為89.1%。

  五、存在問題和今后的打算

  提案(an)工作與過去相比有(you)進步,但(dan)仍然存在一(yi)些(xie)問題和(he)不(bu)足。

  1.個別提案承辦部門對所辦理(li)的提案重視(shi)程度(du)不夠,辦理(li)過程拖拉,辦理(li)質量不高。

  2.雙(shuang)代(dai)會(hui)代(dai)表(biao)提案工作水平有待提高(gao),特(te)別(bie)是提案撰寫比較集中民生福利,而對學校發展大局關(guan)注(zhu)度不夠。

  針(zhen)對存在(zai)的(de)(de)問(wen)題,我們提(ti)出改進工(gong)作的(de)(de)措施:(1)加強(qiang)與(yu)提(ti)案(an)承(cheng)辦部門溝通,提(ti)升他們對提(ti)案(an)落實工(gong)作重要性的(de)(de)認識;(2)在(zai)可能(neng)的(de)(de)條件下,對雙代會代表進行提(ti)案(an)方面的(de)(de)培訓學習,提(ti)高(gao)提(ti)案(an)工(gong)作水平。

  六、總結表彰

  經(jing)工會委員(yuan)會評選,2013年度4個(ge)“優秀提案”和2個(ge)“提案承辦先進單位”分別是:

  第一(yi),鄭永森、張(zhang)臻、蘇文(wen)代(dai)表提(ti)出(chu)的(de)“開設‘書院講壇’,推進書院制改革和(he)文(wen)化育人工(gong)作(zuo)”;第二,麻小(xiao)紅、魯林(lin)華、施蓓、朱(zhu)方來、鮑薇薇、邱浩、肖景文(wen)、王群、張(zhang)雷代(dai)表提(ti)出(chu)的(de)“公布學校教師(shi)集資款(kuan)運營(ying)狀態(tai)”;第三,郭剛、吳鋒、余菲、李放、尹(yin)向東、陳燕代(dai)表提(ti)出(chu)的(de)“將無線網絡覆蓋整個(ge)校區”;第四(si),袁述義、楊燕云、文(wen)小(xiao)龍(long)代(dai)表提(ti)出(chu)的(de)“制作(zuo)佩戴校徽”。

  2013年度2個(ge)“提(ti)案承辦先進單位”分別是人事處、后勤基(ji)建處。

第二部分:本次雙代會提案和建議情況報告

  按照學(xue)(xue)校(xiao)《教(jiao)職工(gong)(gong)代表大(da)會(hui)(hui)工(gong)(gong)作細則》和(he)工(gong)(gong)會(hui)(hui)的有關(guan)(guan)規定,校(xiao)工(gong)(gong)會(hui)(hui)于今(jin)年3月(yue)初(chu)向學(xue)(xue)校(xiao)提(ti)交了“關(guan)(guan)于召(zhao)開第五(wu)屆教(jiao)代會(hui)(hui)暨第六屆工(gong)(gong)代會(hui)(hui)第二(er)次會(hui)(hui)議的請示”,并于3月(yue)14日得到(dao)校(xiao)黨委批復,啟動大(da)會(hui)(hui)的籌備程序,給各分工(gong)(gong)會(hui)(hui)發(fa)出了向代表征集(ji)提(ti)案的通知。代表們圍繞(rao)學(xue)(xue)校(xiao)發(fa)展、人事制度改革以及教(jiao)職工(gong)(gong)所關(guan)(guan)心的問題,認真思考,深入調研,廣泛聽取意見,負責任地(di)提(ti)交每一個提(ti)案。

  截至(zhi)3月25日,本次(ci)雙代(dai)會(hui)共收到99份提案表(見(jian)附件2)。分為教(jiao)學(xue)、科(ke)研、學(xue)生、人事(shi)、行政教(jiao)輔(fu)、生活服務(wu)及其它(ta)等方(fang)面。會(hui)后,提案工作委員會(hui)將本著務(wu)實(shi)革新精神,對代(dai)表們提出的提案進(jin)行歸類整理(li),認真討論(lun)研究是(shi)否立案,同時送校領導批示,提交相(xiang)關職能部門落(luo)實(shi)辦理(li)。
