第一部分 第一次會議提案工作情況
一、提案提交情況
2013年雙代(dai)會(hui)(hui)(hui)第一次會(hui)(hui)(hui)議,共收到(dao)提案表(biao)126份,經提案委(wei)員會(hui)(hui)(hui)專題(ti)會(hui)(hui)(hui)議審議后,歸類整(zheng)理出64件(jian)提案、31個意見和建議、5個不(bu)立(li)案議題(ti)。
具體情況如下:(一)對(dui)符合(he)黨和國家政策法規(gui),學(xue)(xue)校有(you)(you)條件(jian)辦(ban)理(li)(li),又確(que)(que)實需要辦(ban)理(li)(li)的(de)(de)(de)(de)提(ti)(ti)(ti)案(an)(an)(an),提(ti)(ti)(ti)案(an)(an)(an)委員會將80個議(yi)(yi)(yi)題(ti)(ti)整理(li)(li)合(he)并為(wei)64個正(zheng)(zheng)式(shi)提(ti)(ti)(ti)案(an)(an)(an);(二(er))對(dui)一些(xie)不(bu)(bu)(bu)(bu)符合(he)立(li)案(an)(an)(an)要求但有(you)(you)參考價值(zhi)的(de)(de)(de)(de)提(ti)(ti)(ti)案(an)(an)(an),提(ti)(ti)(ti)案(an)(an)(an)委員會將41個議(yi)(yi)(yi)題(ti)(ti)匯(hui)(hui)總整理(li)(li)為(wei)31個意見和建(jian)(jian)議(yi)(yi)(yi),匯(hui)(hui)總后轉送有(you)(you)關職能部門,逐條向(xiang)提(ti)(ti)(ti)案(an)(an)(an)人(ren)回復;(三)對(dui)屬(shu)于(yu)個人(ren)問題(ti)(ti)提(ti)(ti)(ti)案(an)(an)(an)、或提(ti)(ti)(ti)出(chu)的(de)(de)(de)(de)問題(ti)(ti)正(zheng)(zheng)確(que)(que),但已經(jing)解(jie)決的(de)(de)(de)(de)提(ti)(ti)(ti)案(an)(an)(an),以及(ji)(ji)一時沒(mei)有(you)(you)條件(jian)解(jie)決的(de)(de)(de)(de),可(ke)向(xiang)提(ti)(ti)(ti)案(an)(an)(an)人(ren)做出(chu)解(jie)釋的(de)(de)(de)(de)提(ti)(ti)(ti)案(an)(an)(an),則不(bu)(bu)(bu)(bu)予立(li)案(an)(an)(an)。(四)5個不(bu)(bu)(bu)(bu)立(li)案(an)(an)(an)議(yi)(yi)(yi)題(ti)(ti):第一,關于(yu)為(wei)來深探望子(zi)女的(de)(de)(de)(de)父母提(ti)(ti)(ti)供臨時住(zhu)所的(de)(de)(de)(de)建(jian)(jian)議(yi)(yi)(yi)。不(bu)(bu)(bu)(bu)立(li)案(an)(an)(an)原(yuan)(yuan)因(yin):學(xue)(xue)校西麗湖(hu)校區(qu)設有(you)(you)招(zhao)待所,可(ke)以滿足需求;第二(er),關于(yu)建(jian)(jian)議(yi)(yi)(yi)學(xue)(xue)校為(wei)各二(er)級學(xue)(xue)院單位(wei)配(pei)備急救(jiu)箱的(de)(de)(de)(de)提(ti)(ti)(ti)案(an)(an)(an)。不(bu)(bu)(bu)(bu)立(li)案(an)(an)(an)原(yuan)(yuan)因(yin):急救(jiu)工作(zuo)涉及(ji)(ji)面(mian)廣,針(zhen)對(dui)性強,需要有(you)(you)資質的(de)(de)(de)(de)醫護人(ren)員正(zheng)(zheng)確(que)(que)規(gui)范(fan)操作(zuo),建(jian)(jian)議(yi)(yi)(yi)將突(tu)發(fa)情況及(ji)(ji)時報(bao)告醫務室(shi)或校外(wai)醫療機(ji)構處(chu)置;第三,關于(yu)清理(li)(li)辦(ban)公室(shi)毀壞桌椅的(de)(de)(de)(de)提(ti)(ti)(ti)案(an)(an)(an)。不(bu)(bu)(bu)(bu)立(li)案(an)(an)(an)原(yuan)(yuan)因(yin):無明確(que)(que)地點;第四,關于(yu)修(xiu)剪學(xue)(xue)校內(nei)路邊的(de)(de)(de)(de)樹枝的(de)(de)(de)(de)提(ti)(ti)(ti)案(an)(an)(an)。不(bu)(bu)(bu)(bu)立(li)案(an)(an)(an)原(yuan)(yuan)因(yin):屬(shu)于(yu)明喆物業(ye)綠化(hua)管(guan)理(li)(li)日常工作(zuo);第五,關于(yu)校門增加校區(qu)標識,設計考慮建(jian)(jian)筑風水(shui)的(de)(de)(de)(de)提(ti)(ti)(ti)案(an)(an)(an)。不(bu)(bu)(bu)(bu)立(li)案(an)(an)(an)原(yuan)(yuan)因(yin):不(bu)(bu)(bu)(bu)符合(he)一事一議(yi)(yi)(yi)原(yuan)(yuan)則,其中一事提(ti)(ti)(ti)法亦不(bu)(bu)(bu)(bu)妥當。

二、提案受理情況
在落實提(ti)案(an)辦(ban)理(li)的過(guo)程中,學校工(gong)會多次召開(kai)提(ti)案(an)工(gong)作委員會會議,及時(shi)與(yu)有關的職能(neng)部門(men)進行溝通,完成提(ti)案(an)處理(li)落實工(gong)作。
64件提案涉(she)及到教(jiao)學、科研、學生(sheng)(sheng)、人事、行政教(jiao)輔、生(sheng)(sheng)活服務及其(qi)它等7個方面(mian)。其(qi)中“(一)制作佩戴(dai)校徽(hui);(二(er))開設“書院論(lun)壇(tan)”;(三)推(tui)進解決(jue)教(jiao)職(zhi)工(gong)集資款;(四)進一步完(wan)善校園(yuan)無(wu)線網絡覆蓋;(五)新(xin)增校區電瓶車、方便師生(sheng)(sheng)員(yuan)工(gong)出行”等5件提案確定為(wei)2013年度學校為(wei)教(jiao)職(zhi)工(gong)辦理的實事。

三、職能部門答復和處理提案情況(見附件1)
四、提案委員會工作
提案(an)委員會(hui)(hui)是雙代會(hui)(hui)提案(an)落實的(de)最基本的(de)工作(zuo)組織。本著“提醒重視,溝通交流,推(tui)動進程”的(de)工作(zuo)原則,對與(yu)多部(bu)門相關的(de)提案(an),注重組織協調;對常規(gui)提案(an),逐(zhu)一(yi)(yi)跟蹤檢查。一(yi)(yi)年來,在校(xiao)分管領導的(de)指導、各部(bu)門支持(chi)、以及全體委員和校(xiao)工會(hui)(hui)共同努力(li)下,較好地履行(xing)了職責,順(shun)利(li)地完(wan)成(cheng)了工作(zuo)任務(wu)。
1.做好(hao)提案(an)宣傳工(gong)作,使廣(guang)(guang)大教職工(gong)和(he)(he)雙代(dai)會代(dai)表加深對(dui)提案(an)價值的認識:即(ji)提案(an)是雙代(dai)會廣(guang)(guang)泛聯系群眾(zhong)、集中群眾(zhong)智(zhi)慧(hui)、吸(xi)引教職工(gong)參與學校(xiao)民主(zhu)管理和(he)(he)民主(zhu)監督的一個重要途(tu)徑。
2.保證(zheng)提(ti)案調研時間。嚴格執行雙代會相關(guan)規定,督促代表樹立群眾意識(shi),平(ping)時注意群眾反(fan)映(ying),為提(ti)案準備信(xin)息資源,及(ji)時反(fan)映(ying)教職(zhi)工(gong)的意見和建議(yi)。
3.準確(que)把(ba)握提(ti)(ti)案(an)(an)(an)的立案(an)(an)(an)。凡是(shi)按要求提(ti)(ti)交的提(ti)(ti)案(an)(an)(an)表,原(yuan)則上(shang)都(dou)予以立案(an)(an)(an)。對(dui)于沒(mei)有立案(an)(an)(an)的提(ti)(ti)案(an)(an)(an),即使是(shi)個(ge)案(an)(an)(an)或(huo)建議,本著(zhu)實事求是(shi)的態度認(ren)真對(dui)待(dai)和處理。
4.不(bu)斷提(ti)高提(ti)案辦(ban)理的(de)(de)(de)質量。一(yi)是規范提(ti)案辦(ban)理的(de)(de)(de)程序;二(er)是加大督辦(ban)的(de)(de)(de)力度,跟蹤(zong)落實,確保能解決的(de)(de)(de)問題及時解決。一(yi)些(xie)因(yin)客(ke)觀(guan)原(yuan)因(yin)一(yi)時做(zuo)(zuo)(zuo)不(bu)到的(de)(de)(de),則做(zuo)(zuo)(zuo)好解釋工作(zuo),真(zhen)正做(zuo)(zuo)(zuo)到案案有回音,件件有交待。
5.推動承(cheng)辦(ban)(ban)(ban)(ban)單位實施“一把手”工程(cheng),確(que)保交出(chu)滿意(yi)“答卷”。在提(ti)案(an)(an)辦(ban)(ban)(ban)(ban)理(li)過程(cheng)中,絕大多數承(cheng)辦(ban)(ban)(ban)(ban)單位一把手親自負責,親自過問,從(cong)嚴要(yao)求、從(cong)快(kuai)辦(ban)(ban)(ban)(ban)理(li),表現出(chu)對學(xue)校事(shi)業高度負責的態度。人事(shi)處承(cheng)辦(ban)(ban)(ban)(ban)提(ti)案(an)(an)14件、意(yi)見和建議5個(ge);后勤基建處承(cheng)辦(ban)(ban)(ban)(ban)提(ti)案(an)(an)11件、意(yi)見和建議12個(ge)。此類提(ti)案(an)(an)大多是民生話題,直接關(guan)系到(dao)師生員工的切身(shen)利益。在接到(dao)提(ti)案(an)(an)后,兩個(ge)部門負責人分(fen)別帶領有關(guan)人員,認(ren)真(zhen)分(fen)析原因,限時辦(ban)(ban)(ban)(ban)理(li),并(bing)加強與(yu)提(ti)案(an)(an)人溝(gou)通(tong),爭取提(ti)案(an)(an)人的理(li)解(jie)和支持(chi)。
至(zhi)2013年底,在(zai)各(ge)承辦部門的(de)大力支(zhi)持(chi)和配合(he)(he)(he)下,已全部答復提案人。承諾為教(jiao)職(zhi)(zhi)員工辦的(de)年度(du)5件實事中,書院論壇開始(shi)運作;電(dian)瓶車新增了3輛;校(xiao)徽(hui)在(zai)進一(yi)步(bu)的(de)改進;校(xiao)園無(wu)線網絡在(zai)進一(yi)步(bu)的(de)完善;教(jiao)職(zhi)(zhi)工集資款這(zhe)一(yi)歷史(shi)遺(yi)留問題(ti)正在(zai)處理中,學(xue)校(xiao)一(yi)如(ru)既(ji)往(wang)積(ji)極與上(shang)(shang)海(hai)思博(bo)職(zhi)(zhi)業技(ji)術(shu)學(xue)院聯(lian)系,責成校(xiao)內有(you)關公司按公司法合(he)(he)(he)法、合(he)(he)(he)理、合(he)(he)(he)情地予以(yi)解(jie)(jie)決。3月(yue)20日,上(shang)(shang)海(hai)思博(bo)職(zhi)(zhi)業技(ji)術(shu)學(xue)院黨政主要(yao)領(ling)導帶隊來校(xiao)尋求(qiu)解(jie)(jie)決途徑(jing)。我們(men)將(jiang)繼續跟蹤(zong)推進,確保(bao)教(jiao)職(zhi)(zhi)工的(de)合(he)(he)(he)法權益。
綜上所述,上次會議64件(jian)提案中,不宜采(cai)用和(he)難以(yi)落(luo)實(shi)的共10項(xiang),占(zhan)15.6%;其余54件(jian),已經落(luo)實(shi)和(he)正(zheng)在(zai)(zai)落(luo)實(shi)的48件(jian),占(zhan)75.0%;還有正(zheng)在(zai)(zai)論證,經過努(nu)力(li)可(ke)以(yi)完成的6件(jian),占(zhan)9.4%。
提(ti)(ti)案(an)委員會向提(ti)(ti)案(an)人發出《提(ti)(ti)案(an)反饋(kui)意(yi)(yi)見評(ping)價(jia)表》,對(dui)職(zhi)能部門承辦的64個提(ti)(ti)案(an)給出“滿(man)意(yi)(yi)”、“不滿(man)意(yi)(yi)”、“無(wu)所謂”的評(ping)價(jia)意(yi)(yi)見。統計(ji)結果(guo)為:2個提(ti)(ti)案(an)被評(ping)“無(wu)所謂”,5個提(ti)(ti)案(an)被評(ping)“不滿(man)意(yi)(yi)”,57個提(ti)(ti)案(an)都(dou)被評(ping)為“滿(man)意(yi)(yi)”,提(ti)(ti)案(an)反饋(kui)意(yi)(yi)見的滿(man)意(yi)(yi)度為89.1%。
五、存在問題和今后的打算
提案工作與(yu)過去相比有進步,但仍然(ran)存(cun)在一些問題和不足。
1.個別提案(an)承(cheng)辦部(bu)門(men)對所辦理(li)(li)的提案(an)重視(shi)程度不夠,辦理(li)(li)過程拖拉,辦理(li)(li)質量不高。
2.雙代會(hui)代表(biao)提案工作水(shui)平有待(dai)提高,特別是提案撰寫比(bi)較集中民生(sheng)福利(li),而對學校發展大(da)局關(guan)注度(du)不夠。
針對存在的(de)(de)問題,我們(men)提(ti)(ti)出改進工作(zuo)的(de)(de)措施:(1)加(jia)強與提(ti)(ti)案承(cheng)辦部門溝通,提(ti)(ti)升他們(men)對提(ti)(ti)案落實工作(zuo)重(zhong)要性的(de)(de)認識;(2)在可(ke)能的(de)(de)條(tiao)件下,對雙代會代表進行(xing)提(ti)(ti)案方面的(de)(de)培訓學習,提(ti)(ti)高提(ti)(ti)案工作(zuo)水平。
六、總結表彰
經工會委員會評(ping)選,2013年度(du)4個“優秀(xiu)提(ti)(ti)案(an)”和2個“提(ti)(ti)案(an)承辦(ban)先(xian)進單(dan)位”分別是(shi):
第一,鄭永森(sen)、張臻、蘇文代表(biao)(biao)提(ti)出的(de)(de)“開設‘書院講壇’,推進書院制改革和文化育人工(gong)作”;第二,麻小紅、魯林華(hua)、施蓓、朱方來(lai)、鮑薇薇、邱浩、肖景文、王群(qun)、張雷代表(biao)(biao)提(ti)出的(de)(de)“公布學校(xiao)教師集資(zi)款(kuan)運營狀態”;第三,郭(guo)剛、吳鋒、余菲、李放、尹向東(dong)、陳燕(yan)代表(biao)(biao)提(ti)出的(de)(de)“將無(wu)線網絡覆蓋整個校(xiao)區(qu)”;第四,袁述義、楊燕(yan)云、文小龍代表(biao)(biao)提(ti)出的(de)(de)“制作佩(pei)戴(dai)校(xiao)徽”。
2013年(nian)度(du)2個“提(ti)案承辦先進單位”分別(bie)是人事處、后勤基建處。
第二部分:本次雙代會提案和建議情況報告
按照學校(xiao)(xiao)《教職工代(dai)表大(da)(da)會(hui)(hui)工作細則》和工會(hui)(hui)的(de)(de)有關(guan)規定(ding),校(xiao)(xiao)工會(hui)(hui)于今年(nian)3月初向學校(xiao)(xiao)提交了(le)“關(guan)于召(zhao)開第(di)五屆(jie)教代(dai)會(hui)(hui)暨(ji)第(di)六屆(jie)工代(dai)會(hui)(hui)第(di)二次會(hui)(hui)議的(de)(de)請示”,并于3月14日得到校(xiao)(xiao)黨委(wei)批(pi)復,啟動大(da)(da)會(hui)(hui)的(de)(de)籌備程(cheng)序,給各分工會(hui)(hui)發出了(le)向代(dai)表征集提案的(de)(de)通知。代(dai)表們(men)圍繞學校(xiao)(xiao)發展、人事制度改(gai)革以及(ji)教職工所關(guan)心的(de)(de)問題,認真思(si)考,深入(ru)調研,廣泛(fan)聽取(qu)意見(jian),負責任(ren)地(di)提交每(mei)一個提案。
截至(zhi)3月25日(ri),本次雙代(dai)會共收到99份提(ti)(ti)案(an)表(見附件2)。分(fen)為(wei)教(jiao)學(xue)(xue)、科研、學(xue)(xue)生、人事、行政教(jiao)輔、生活(huo)服務(wu)及其它等方面。會后,提(ti)(ti)案(an)工作委員會將本著務(wu)實(shi)革(ge)新精神,對(dui)代(dai)表們(men)提(ti)(ti)出(chu)的提(ti)(ti)案(an)進行歸類整理,認真討論研究是否(fou)立案(an),同時送校領導批示,提(ti)(ti)交相關職能(neng)部門落實(shi)辦理。
