第一部分 第一次會議提案工作情況
一、提案提交情況
2013年雙代會(hui)第一次會(hui)議(yi)(yi),共收到提案表126份,經(jing)提案委員會(hui)專題(ti)(ti)會(hui)議(yi)(yi)審議(yi)(yi)后,歸類整理出64件提案、31個(ge)意見和(he)建議(yi)(yi)、5個(ge)不立(li)案議(yi)(yi)題(ti)(ti)。
具體情(qing)況(kuang)如下:(一(yi)(yi))對(dui)(dui)符合(he)黨(dang)和(he)國家(jia)政策法規(gui)(gui),學校(xiao)(xiao)有條件(jian)辦理(li)(li),又確(que)實需(xu)要(yao)(yao)辦理(li)(li)的(de)(de)(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an),提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)委員(yuan)會將(jiang)80個(ge)議(yi)(yi)(yi)題整理(li)(li)合(he)并為(wei)64個(ge)正式(shi)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an);(二)對(dui)(dui)一(yi)(yi)些不(bu)(bu)符合(he)立(li)(li)(li)案(an)(an)(an)(an)(an)(an)要(yao)(yao)求但(dan)有參(can)考價(jia)值的(de)(de)(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an),提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)委員(yuan)會將(jiang)41個(ge)議(yi)(yi)(yi)題匯(hui)(hui)總整理(li)(li)為(wei)31個(ge)意見和(he)建(jian)(jian)議(yi)(yi)(yi),匯(hui)(hui)總后(hou)轉送有關(guan)(guan)職能部門(men),逐條向(xiang)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)人(ren)回復;(三)對(dui)(dui)屬(shu)于(yu)(yu)(yu)(yu)個(ge)人(ren)問(wen)題提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)、或提(ti)(ti)(ti)出(chu)的(de)(de)(de)問(wen)題正確(que),但(dan)已經(jing)解(jie)決(jue)(jue)的(de)(de)(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an),以及(ji)一(yi)(yi)時沒(mei)有條件(jian)解(jie)決(jue)(jue)的(de)(de)(de),可向(xiang)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)人(ren)做出(chu)解(jie)釋的(de)(de)(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an),則(ze)不(bu)(bu)予立(li)(li)(li)案(an)(an)(an)(an)(an)(an)。(四)5個(ge)不(bu)(bu)立(li)(li)(li)案(an)(an)(an)(an)(an)(an)議(yi)(yi)(yi)題:第(di)(di)(di)一(yi)(yi),關(guan)(guan)于(yu)(yu)(yu)(yu)為(wei)來深探望子(zi)女的(de)(de)(de)父母(mu)提(ti)(ti)(ti)供(gong)臨時住所的(de)(de)(de)建(jian)(jian)議(yi)(yi)(yi)。不(bu)(bu)立(li)(li)(li)案(an)(an)(an)(an)(an)(an)原(yuan)(yuan)因(yin)(yin):學校(xiao)(xiao)西麗湖校(xiao)(xiao)區設有招(zhao)待所,可以滿足(zu)需(xu)求;第(di)(di)(di)二,關(guan)(guan)于(yu)(yu)(yu)(yu)建(jian)(jian)議(yi)(yi)(yi)學校(xiao)(xiao)為(wei)各二級學院單(dan)位配備(bei)急救箱的(de)(de)(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)。不(bu)(bu)立(li)(li)(li)案(an)(an)(an)(an)(an)(an)原(yuan)(yuan)因(yin)(yin):急救工作(zuo)涉及(ji)面廣,針對(dui)(dui)性強(qiang),需(xu)要(yao)(yao)有資質(zhi)的(de)(de)(de)醫護人(ren)員(yuan)正確(que)規(gui)(gui)范操作(zuo),建(jian)(jian)議(yi)(yi)(yi)將(jiang)突發(fa)情(qing)況(kuang)及(ji)時報(bao)告醫務室或校(xiao)(xiao)外醫療機構處置;第(di)(di)(di)三,關(guan)(guan)于(yu)(yu)(yu)(yu)清理(li)(li)辦公(gong)室毀壞(huai)桌椅的(de)(de)(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)。不(bu)(bu)立(li)(li)(li)案(an)(an)(an)(an)(an)(an)原(yuan)(yuan)因(yin)(yin):無(wu)明確(que)地點;第(di)(di)(di)四,關(guan)(guan)于(yu)(yu)(yu)(yu)修剪學校(xiao)(xiao)內路邊的(de)(de)(de)樹枝的(de)(de)(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)。不(bu)(bu)立(li)(li)(li)案(an)(an)(an)(an)(an)(an)原(yuan)(yuan)因(yin)(yin):屬(shu)于(yu)(yu)(yu)(yu)明喆物業綠化管理(li)(li)日常工作(zuo);第(di)(di)(di)五,關(guan)(guan)于(yu)(yu)(yu)(yu)校(xiao)(xiao)門(men)增加(jia)校(xiao)(xiao)區標識,設計(ji)考慮(lv)建(jian)(jian)筑風水的(de)(de)(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)。不(bu)(bu)立(li)(li)(li)案(an)(an)(an)(an)(an)(an)原(yuan)(yuan)因(yin)(yin):不(bu)(bu)符合(he)一(yi)(yi)事(shi)一(yi)(yi)議(yi)(yi)(yi)原(yuan)(yuan)則(ze),其中(zhong)一(yi)(yi)事(shi)提(ti)(ti)(ti)法亦不(bu)(bu)妥當。

二、提案受理情況
在落(luo)實提(ti)案辦理的過程(cheng)中(zhong),學校工會多次召開提(ti)案工作(zuo)委員會會議,及時與有(you)關的職能部門進行(xing)溝(gou)通(tong),完(wan)成提(ti)案處理落(luo)實工作(zuo)。
64件提(ti)案涉及(ji)到教(jiao)學、科研(yan)、學生(sheng)、人事(shi)、行(xing)政(zheng)教(jiao)輔、生(sheng)活服務及(ji)其它等7個方(fang)面。其中“(一(yi))制作佩戴校(xiao)(xiao)(xiao)徽;(二)開設(she)“書院論(lun)壇”;(三(san))推進(jin)解(jie)決教(jiao)職工集資款;(四(si))進(jin)一(yi)步完善校(xiao)(xiao)(xiao)園無線(xian)網絡(luo)覆蓋;(五(wu))新(xin)增校(xiao)(xiao)(xiao)區(qu)電(dian)瓶車、方(fang)便師生(sheng)員工出(chu)行(xing)”等5件提(ti)案確定為(wei)2013年度學校(xiao)(xiao)(xiao)為(wei)教(jiao)職工辦理的實事(shi)。

三、職能部門答復和處理提案情況(見附件1)
四、提案委員會工作
提(ti)案委員會是雙代會提(ti)案落實的最基本的工作組(zu)織(zhi)。本著“提(ti)醒重視,溝通交流,推(tui)動進程”的工作原則(ze),對與多部門(men)相關的提(ti)案,注重組(zu)織(zhi)協調;對常規提(ti)案,逐一跟蹤(zong)檢查。一年(nian)來,在校分管領(ling)導(dao)(dao)的指導(dao)(dao)、各(ge)部門(men)支(zhi)持、以及(ji)全體委員和校工會共同努(nu)力下(xia),較好地履行了職責,順(shun)利地完成了工作任務。
1.做(zuo)好(hao)提(ti)案(an)(an)宣傳工作(zuo),使(shi)廣大(da)教(jiao)(jiao)職(zhi)工和雙(shuang)代會代表(biao)加深對提(ti)案(an)(an)價值的認識:即提(ti)案(an)(an)是(shi)雙(shuang)代會廣泛(fan)聯系群(qun)(qun)眾、集中群(qun)(qun)眾智慧、吸(xi)引教(jiao)(jiao)職(zhi)工參與學校民主(zhu)管(guan)理和民主(zhu)監(jian)督的一個重要(yao)途徑。
2.保(bao)證提(ti)案調研時(shi)間。嚴(yan)格執(zhi)行雙代(dai)(dai)會相關規(gui)定,督促代(dai)(dai)表樹立群眾意識,平時(shi)注意群眾反映,為提(ti)案準備信息資源,及(ji)時(shi)反映教職工的意見(jian)和建(jian)議(yi)。
3.準(zhun)確(que)把握(wo)提(ti)案的(de)立(li)案。凡是按要(yao)求(qiu)提(ti)交(jiao)的(de)提(ti)案表(biao),原則上都予以(yi)立(li)案。對(dui)于(yu)沒有立(li)案的(de)提(ti)案,即(ji)使是個案或建議(yi),本著實事(shi)求(qiu)是的(de)態度認真對(dui)待和處理。
4.不斷提(ti)高(gao)提(ti)案(an)辦理(li)的質量。一是(shi)規范提(ti)案(an)辦理(li)的程序;二是(shi)加大督辦的力度,跟蹤落(luo)實,確保能解(jie)(jie)決的問題及時解(jie)(jie)決。一些因(yin)客觀原因(yin)一時做不到的,則做好解(jie)(jie)釋工作,真正做到案(an)案(an)有回(hui)音,件(jian)件(jian)有交待。
5.推動承(cheng)辦單位實(shi)施“一把手(shou)(shou)”工(gong)程,確(que)保(bao)交出滿意(yi)“答卷”。在提(ti)(ti)案(an)辦理(li)過程中,絕(jue)大多數承(cheng)辦單位一把手(shou)(shou)親(qin)自負責,親(qin)自過問,從(cong)嚴要(yao)求、從(cong)快辦理(li),表(biao)現出對學校事(shi)業高(gao)度(du)負責的態度(du)。人(ren)事(shi)處承(cheng)辦提(ti)(ti)案(an)14件、意(yi)見和(he)(he)建議5個(ge);后勤基建處承(cheng)辦提(ti)(ti)案(an)11件、意(yi)見和(he)(he)建議12個(ge)。此類提(ti)(ti)案(an)大多是(shi)民生話題(ti),直接關(guan)系到師生員工(gong)的切身(shen)利益。在接到提(ti)(ti)案(an)后,兩(liang)個(ge)部門負責人(ren)分別(bie)帶領有關(guan)人(ren)員,認真分析(xi)原因,限(xian)時辦理(li),并加(jia)強(qiang)與提(ti)(ti)案(an)人(ren)溝(gou)通,爭取提(ti)(ti)案(an)人(ren)的理(li)解和(he)(he)支持。
至(zhi)2013年底,在(zai)各(ge)承(cheng)辦(ban)部(bu)門的(de)大(da)力支持和配合下,已全部(bu)答復提案(an)人。承(cheng)諾(nuo)為教職(zhi)員工辦(ban)的(de)年度(du)5件實事中,書(shu)院論壇開始運作;電瓶車(che)新增了3輛;校(xiao)徽在(zai)進一步(bu)的(de)改(gai)進;校(xiao)園無線網絡在(zai)進一步(bu)的(de)完善(shan);教職(zhi)工集資款這一歷史遺留問(wen)題正在(zai)處理(li)中,學校(xiao)一如既往積極與上海(hai)思博職(zhi)業(ye)技術學院聯系,責成校(xiao)內有關(guan)公(gong)司按公(gong)司法合法、合理(li)、合情(qing)地予以(yi)解決。3月20日,上海(hai)思博職(zhi)業(ye)技術學院黨政主要領導帶(dai)隊來(lai)校(xiao)尋求解決途(tu)徑。我們將繼續(xu)跟蹤(zong)推進,確(que)保教職(zhi)工的(de)合法權益(yi)。
綜上(shang)所(suo)述,上(shang)次(ci)會議64件提(ti)案中,不(bu)宜采用和(he)難以落實的共10項(xiang),占(zhan)15.6%;其余(yu)54件,已經(jing)落實和(he)正在落實的48件,占(zhan)75.0%;還有正在論(lun)證,經(jing)過努力可以完成的6件,占(zhan)9.4%。
提(ti)(ti)(ti)案(an)委員會向提(ti)(ti)(ti)案(an)人發出(chu)《提(ti)(ti)(ti)案(an)反(fan)饋意見(jian)評(ping)價(jia)(jia)表》,對(dui)職(zhi)能部門承辦的64個提(ti)(ti)(ti)案(an)給出(chu)“滿(man)意”、“不滿(man)意”、“無(wu)所謂”的評(ping)價(jia)(jia)意見(jian)。統(tong)計結果為:2個提(ti)(ti)(ti)案(an)被(bei)評(ping)“無(wu)所謂”,5個提(ti)(ti)(ti)案(an)被(bei)評(ping)“不滿(man)意”,57個提(ti)(ti)(ti)案(an)都被(bei)評(ping)為“滿(man)意”,提(ti)(ti)(ti)案(an)反(fan)饋意見(jian)的滿(man)意度(du)為89.1%。
五、存在問題和今后的打算
提案工作與過去相比(bi)有進步(bu),但仍然(ran)存在一些問(wen)題和不足(zu)。
1.個(ge)別提案(an)承(cheng)辦(ban)部門對所辦(ban)理的提案(an)重視程度不(bu)夠(gou),辦(ban)理過程拖拉,辦(ban)理質(zhi)量(liang)不(bu)高。
2.雙(shuang)代會代表提案(an)工作(zuo)水平(ping)有待提高(gao),特別是提案(an)撰寫比較集(ji)中民生(sheng)福利,而對學校(xiao)發展大(da)局關注度不(bu)夠(gou)。
針(zhen)對存在的問題,我們提(ti)出改進(jin)工作(zuo)的措施(shi):(1)加強與(yu)提(ti)案承辦部(bu)門溝(gou)通,提(ti)升他們對提(ti)案落實(shi)工作(zuo)重要(yao)性(xing)的認識(shi);(2)在可能(neng)的條件下,對雙(shuang)代會(hui)代表進(jin)行(xing)提(ti)案方面(mian)的培訓學習,提(ti)高提(ti)案工作(zuo)水平。
六、總結表彰
經工會(hui)委員會(hui)評選(xuan),2013年度4個“優(you)秀提案(an)”和2個“提案(an)承辦先(xian)進單(dan)位”分別(bie)是:
第(di)一,鄭永(yong)森、張(zhang)(zhang)臻、蘇(su)文(wen)(wen)代(dai)表提(ti)出的(de)(de)“開設‘書院(yuan)講壇’,推進(jin)書院(yuan)制改(gai)革和文(wen)(wen)化育(yu)人工作”;第(di)二,麻小紅、魯林華(hua)、施蓓、朱方來、鮑薇(wei)薇(wei)、邱浩(hao)、肖景文(wen)(wen)、王群、張(zhang)(zhang)雷(lei)代(dai)表提(ti)出的(de)(de)“公布(bu)學校教師集資款運(yun)營狀態”;第(di)三,郭剛(gang)、吳鋒、余菲、李(li)放(fang)、尹(yin)向東、陳燕(yan)代(dai)表提(ti)出的(de)(de)“將無線網絡覆蓋整個校區(qu)”;第(di)四,袁述義、楊燕(yan)云、文(wen)(wen)小龍代(dai)表提(ti)出的(de)(de)“制作佩(pei)戴校徽”。
2013年度2個“提案承辦先進單(dan)位”分別(bie)是人事處、后勤基建處。
第二部分:本次雙代會提案和建議情況報告
按照學(xue)校(xiao)(xiao)《教(jiao)職工(gong)(gong)代(dai)(dai)表大會(hui)工(gong)(gong)作細則》和工(gong)(gong)會(hui)的(de)有關(guan)規定,校(xiao)(xiao)工(gong)(gong)會(hui)于(yu)今年3月初向(xiang)學(xue)校(xiao)(xiao)提交(jiao)了“關(guan)于(yu)召開第(di)五屆(jie)教(jiao)代(dai)(dai)會(hui)暨(ji)第(di)六(liu)屆(jie)工(gong)(gong)代(dai)(dai)會(hui)第(di)二次會(hui)議的(de)請(qing)示(shi)”,并于(yu)3月14日得到校(xiao)(xiao)黨(dang)委批復(fu),啟動大會(hui)的(de)籌備(bei)程(cheng)序,給各分工(gong)(gong)會(hui)發出(chu)了向(xiang)代(dai)(dai)表征集提案的(de)通知。代(dai)(dai)表們(men)圍(wei)繞學(xue)校(xiao)(xiao)發展、人事制度改革以及教(jiao)職工(gong)(gong)所(suo)關(guan)心的(de)問題,認真思(si)考,深入調研,廣泛聽取(qu)意見,負責任地提交(jiao)每一個提案。
截至3月(yue)25日,本次雙代會(hui)共(gong)收到99份提(ti)案(an)(an)表(biao)(見附(fu)件2)。分為教(jiao)(jiao)學、科研(yan)、學生(sheng)、人事、行政教(jiao)(jiao)輔(fu)、生(sheng)活服務及(ji)其它等方面(mian)。會(hui)后,提(ti)案(an)(an)工作委員會(hui)將本著務實(shi)革(ge)新(xin)精(jing)神,對代表(biao)們提(ti)出的提(ti)案(an)(an)進行歸類整理(li),認真討論研(yan)究是否立(li)案(an)(an),同時送校領導批示,提(ti)交相關職能部門落(luo)實(shi)辦理(li)。
